TEA Appoints Conservator to Oversee San Antonio's Great Hearts Texas Charter Network Amid Compliance Issues
In an unexpected turn, the Great Hearts Texas charter school network is now under the watchful eye of a conservator appointed by the Texas Education Agency (TEA). This move comes after a voluntary request from the school's board, deviating from the usual tug-of-war that precedes state intervention. The appointment follows a disturbing discovery by the TEA that employee fingerprints weren't being filed correctly, a breach of the state's regulations. According to the San Antonio Report, the board took action in April, demonstrating their seriousness about rectifying the compliance issues.
Assigned to get the network back on track is Paul Pastorek, a veteran in educational management and oversight, with tenure as a Louisiana Superintendent of Education and the one-time head of the University of Arizona Global Campus under his belt. Despite hosting state oversight, existing probes into the charter network's practices, including allegations of not reporting employee misconduct and poor criminal history verifications, will push forward undeterred. The TEA confirmed this steadfast approach in a letter to Great Hearts, sent on May 29 and obtained by the San Antonio Report.
Under this new stewardship, Pastorek's control extends wide over the charter network's operations - his word can direct principals, superintendents, and even the board of trustees. For this privilege, the TEA outlines in their letter a rate of $125 per hour plus expenses for travel, a bill footed by the district. The San Antonio-based network operates several schools across Texas, with a student body nearing 10,000, as per federal data.
