Hennepin Co. Attorney Drops Charges Against State Trooper Londregan
MINNEAPOLIS — Hennepin County Attorney Mary Moriarty will drop the murder and manslaughter charges she previously filed against State Trooper Ryan Londregan in the shooting of motorist Ricky Cobb II last summer.Moriarty on Sunday cited new evidence in favor of the defense as the reason for the case dismissal."In the last several weeks, defense lawyers have presented several new pieces of evidence that would make it impossible for the State to prove that Mr. Londregan’s actions were not an authorized use of force by a peace officer," Moriarty said in a statement Sunday."Specifically, in an open court hearing on April 29, 2024, the defense revealed the substance of Mr. Londregan’s prospective testimony, claiming he saw Ricky Cobb II reach for the trooper’s firearm shortly before Londregan fired the shots that killed Mr. Cobb. Additionally, an MSP trainer provided a declaration claiming he never instructed officers to refrain from shooting into a moving vehicle during an extraction, even though that is best practice."Moriarty said that following those disclosures, she and her team determined the state could no longer meet its burden of proof and therefore decided to dismiss the case.Read her full statement here.According to the original criminal complaint, on July 31, 2023, at 1:50 a.m., Minnesota state trooper Brett Seide saw a car drive past him on I-94 with rear lights turned off.After he pulled the car over, Seide learned the driver — identified as Cobb — was wanted on probable cause arrest for a felony order-for-protection violation issued by Ramsey County.While Seide was gathering information, Londregan, and a third trooper — Garrett Erickson — pulled up to assist.As seen on video, all three troopers approached Cobb's car together. They asked him to get out of his car, but Cobb II refused, so they tried to physically remove him, investigators said. Londregan shot Cobb II during the struggle, according to authorities.Both Londregan and Seide were then knocked down as Cobb pulled away.After getting back into their vehicles, the three troopers followed Cobb about a quarter-mile down the interstate, authorities said.The troopers caught up Cobb's vehicle while it was slowing to a stop along the interstate's interior divider.The troopers attempted life-saving measures, but Cobb died at the scene, authorities said.
