He has a logical reason, though. The actor has no qualms about getting fit or taking off his shirt, but his character does not need any of it. In fact, Pullman believed Floyd wouldn’t necessarily do it.

During an exclusive interview with US Weekly, actor Lewis Pullman shared he was the only one who did not get ripped for the beach scene in Tom Cruise’s Top Gun: Maverick. His costars Miles Teller, Glen Powell, Monica Barbaro, and Jay Ellis prepped for it, but Pullman had to skip.
The whole cast was undergoing some serious battles of impulse to get ready for that scene. Everyone was working out like crazy. I was playing Bob, who’s a bit more of a library dweller. I was like, you know, I think it’ll just feel a little dissonant if Bob takes his shirt off and he is a little ripped.

Indeed, someone who is a bit shy and reserved won’t have the confidence to take off their clothes in public. Pullman’s interpretation of his character is quite convincing.
I think that’s kind of maybe an uncomfortable thing for him to do. I think he’s a bit more of a kind of reserved, quiet guy. He kind of likes to watch how things play out before he really inserts himself into a situation, and so I was one of the only people who really wasn’t hitting.
Pullman also revealed a funny thing Powell told him while working out. He said the Anyone But You actor was whispering something to himself while doing lateral flies. When asked by Pullman, his costar said, “Montage’s last forever.”

Producer Jerry Bruckheimer previously confirmed via Screen Rant that they already have an idea for Top Gun 3.
We have a story. Joe Kosinski had a wonderful story idea for it, and he [Tom Cruise] said I really like that, so we’re developing it. But you never know when it’s going to get made because Tom is so busy.
It’s true that the Mission: Impossible actor has a lot of projects on his plate so it’s definitely going to be a matter of time before they find the perfect schedule to film the next Top Gun movie.
