Governor Newsom Calls for Immediate Cell Phone Restrictions in California Schools to Enhance Learning and Mental Health
Governor Gavin Newsom has put out a call for immediate action from California schools to impose restrictions on cell phone use in the classroom as students gear up for the return to their educational routines. Newsom's letter, issued to school districts across the state, emphasizes the legislature's power given by AB 272, which was passed in 2019, allowing these districts the authority to regulate smartphones during school hours. The letter references a body of research indicating the negative impacts of smartphones on the mental health, and academic focus of students.
The appeal from Governor Newsom comes with a serious tone, recognizing the negative outcomes associated with excessive cell phone use among youth including higher incidences of anxiety, depression, and inattention in educational settings. He cited a Pew Research Center survey, which revealed that 72% of high school and 33% of middle school teachers see cell phone distractions as a major barrier to learning. Acknowledging the urgent need for action, Newsom urged schools to leverage AB 272 before any new legislations are put in place, to create a more conducive environment for learning.
Newsom also highlighted the progress made by some school districts that have already taken steps to reduce phone use. He applauded Los Angeles Unified for implementing restrictions and pointed out that districts like Santa Barbara Unified and Bullard High in Fresno have reported measurable improvements, such as higher test scores and increased student engagement, following smartphone bans.
In his directives, the Governor promised continued efforts to work with the California Legislature on further limiting smartphone use during school hours. "Every classroom should be a place of focus, learning, and growth," as the Governor expressed in his correspondence, enumerating the many benefits, which included improved concentration, academic outcomes, and enhanced social interactions. These policies, he reiterated, could help foster healthier school environments and mitigate some of the challenges presented by social media and constant digital connectivity.
