Public Info Meetings Set For Route 17 Mobility & Access Project
ORANGE COUNTY, NY — The New York State Department of Transportation will host public scoping meetings May 15 and 15 for the State Route 17 Mobility & Access Improvement Project in Orange and Sullivan counties. The project involves improvements to a 30-mile stretch of State Route 17 between Interstate 87 in Orange County and Exit 113 in Wurtsboro. The project will address operational and safety deficiencies, improve congestion-related travel times and address features of the corridor that currently do not meet Interstate standards. Multi-modal improvements will be assessed and considered.Public scoping is an early and open process to determine the scope of issues to be addressed for a project and provide an early opportunity to share project information and receive public input.Two informal, open-house-style gatherings will take place Wednesday from 1 p.m. to 3 p.m. and 5 p.m. to 8 p.m. at the Town of Wallkill Community Center on Wes Warren Drive in Scotchtown.One will be held from 6:30 p.m. to 8:30 p.m. Thursday at Central Valley Elementary School at 45 State Route 32 in Central Valley. Meeting content will be the same at each event. NYSDOT representatives will be available to provide information, answer questions and gather input.The Federal Highway Administration, in coordination with NYSDOT, issued a Notice of Intent April 30 to prepare an Environmental Impact Statement for the project. It and more documents are available on the Project Website.That started a 30-day public comment period, during which the public, agencies and stakeholders are encouraged to submit comments on the information in the NOI and additional information. Comments can be submitted at the scoping meetings by speaking to a stenographer, filling out and turning in a comment form, and/or using the available tablets. Comments may also be submitted via email to [email protected], or by U.S. Mail to NYS Route 17 Mobility & Access Improvements Team, NYSDOT Region 8, 4 Burnett Boulevard, Poughkeepsie, NY 12603.Emailed comments must be received by May 30. In consideration of comments received, NYSDOT will identify the range of reasonable alternatives that will be advanced for further study in the Draft EIS. These alternatives, as well as the comments received, will be documented in a publicly available Project Scoping Report.Following the release of the Project Scoping Report, NYSDOT will prepare the Draft EIS, which will then be published for public review and comment. A public hearing will be held before the Final EIS and Record of Decision are prepared and issued. The EIS will study a reasonable range of alternatives for the Project and is being informed by the Planning and Environmental Linkage (PEL) study completed in November 2022. Among the concepts currently under evaluation are operational improvements, addition of a peak period shoulder lane, and addition of a general use third lane. NYSDOT expects to complete a Final EIS for the project in 2025.
