Homeless Man Tased Twice After Refusing To Stop For Concord Cop: Log
CONCORD, NH — Dylan Harrington Peterson, 30, a homeless man now located in Concord, was arrested on a warrant and a bench warrant at 5:05 p.m. on April 27, 2024, as well as a resisting arrest or detention charge and a failure to drive on the ride side of the road violation. An officer on Hall Street near Home Avenue saw a man on a bicycle who was riding north in the southbound lane on the shoulder of the road and appeared to be concealing his face with a cloth. At the time, the officer noted, it was 65 degrees outside. The officer looked at the man in the cruiser’s rearview mirror and saw the man cross into the northbound lane while cutting in front of another vehicle, causing them to hit their brakes, according to a report. The officer pulled a U-turn and activated the cruiser lights to get the man on the bicycle to stop. The man, however, “continued riding at a slow pace” into the parking lot of Granite State College at 25 Hall St. until the officer hit the cruiser’s siren. “The individual turned around and looked at me and threw his hand in the air as if he was frustrated by being stopped,” the officer wrote. “The individual continued forward and then looked back again.” The man continued into the parking lot of Burger King at 21 Hall St. when the officer yelled at him to stop, the report stated. The man, however, continued to ride his bike away from the officer and headed to the CVS at 4 Hall St. The officer continued toward the man as he rode the bike onto the train tracks behind the store and turned south while the officer yelled at him to stop, an affidavit stated. Others were requested as the officer followed the man and ordered him to stop riding three more times, the report said. Near the area of Big Jim’s, the officer warned the man he would be Tased if he did not stop but he continued, the report said. After being warned a second time to stop, the man refused, and the officer Tased him in the back, an affidavit said. “The male lost his balance, but the Taser deployment was ineffective,” the officer wrote. The man continued to pedal away, so he was Tased a second time, and this time, he “stumbled off his bicycle again” but regained his balance and pedaled away, the officer said. The officer caught up with the man, identified as Peterson later, and used “a light amount of force and pushed the male off his bicycle, which caused him to fall over and off of the bicycle,” the affidavit stated. After “repeated commands” to get onto his stomach, Peterson did and was secured in handcuffs, the report stated. The officer noted that with the mask off, he could “positively identify” the man as Peterson due to “numerous prior police-related contacts.” Peterson had a no-bail warrant out of Merrimack County Superior Court from April 1 and a $50 cash electronic bench warrant out of Jaffrey-Peterborough District Court. He refused bail and was taken to county. Peterson is due back in Merrimack County Superior Court for a restitution hearing on May 9 concerning his guilty plea to felony theft and criminal trespass charges from March. Also in March, he pleaded guilty to delivery weapon, contraband and drug possession, both felonies, out of Boscawen and Concord, while receiving suspended sentences and credit for time served, between 67 and 78 days in jail, and fines. Peterson, who is originally from Massachusetts, has been arrested dozens of times during the past six years, according to posts on Patch.Blake C. Erickson, 45, of Concord received a summons at 8:16 p.m. on April 17 on a criminal trespass charge after an incident or investigation at CVS at 4 Hall St. George Delaney, born 1956, of Concord received a summons on a bench warrant at 12:40 p.m. on April 14 after an incident or investigation at the Steeplegate Mall at 270 Loudon Road. Vincent S. Cormier, 50, of Concord was arrested on a warrant at 8:33 p.m. on April 11 as well as a possession of a controlled drug after an incident or investigation at Walmart at 344 Loudon Road. Kathleen R. Abelha, born 1986, of Concord received a summons at 1:57 p.m. on April 9 on a vehicular assault charge and a fail-yield to pedestrian in a crosswalk violation on South Street. Jay M. Pease, 36, of Concord and Angela M. Spataro, 32, of Concord received summons at 9:15 a.m. on March 13 on a criminal trespass charge each after an incident or investigation on Airport Road. At 8:50 p.m., he was also charged with stalking and three breach of bail counts after an incident or investigation on North Main Street.Kimberly Marie Bousquet, 36, of Boscawen was arrested at 7:49 p.m. on March 11 on two willful concealment charges, felonies, due to two prior convictions, after an incident or investigation at Walmart at 344 Loudon Road. Gordon Robert Hollingworth, 29, a homeless man now located in Concord, was arrested at 11:58 a.m. on March 10 on a warrant after an incident or investigation on Stickney Avenue. After receiving a 12-month suspended sentence, with 120 days served credit, he was given five years probation. Hollingworth pleaded guilty to a probation or parole violation in April and received a nine-month suspended sentence with 33 days of time served in jail. The balance of the sentence was suspended for five years on condition of entry into a residential treatment program, according to the court. Eric Matthew Couch, 24, of Concord was arrested at 2:06 a.m. on March 9 on a driving under the influence charge and a tail lamp and reflectors violation after an incident or investigation on Rumford Street. Rachelle L. Smith, 34, of Concord was arrested at 1:16 p.m. on March 8 on a warrant after an incident or investigation on Heartwood Lane. Cassie L.
