Atlanta Cop Killed Lyft Driver In Union City: Police
ATLANTA, GA — An Atlanta police officer killed a Lyft driver because he thought the man was in a "gay fraternity" and trying to kidnap him, according to authorities and reports. Koby Minor, hired by Atlanta police in July 2018, resigned from his position Wednesday, the department confirmed in a statement. His resignation came just hours after his arrest. He was later taken to Fulton County Jail and charged with murder and aggravated assault, jail records show. The shooting happened around 12:30 a.m. Wednesday on South Fulton Parkway near Stonewall Tell Road in Union City, according to an incident report obtained by the Atlanta Journal-Constitution. The victim was identified as 35-year-old Reginald Folks.Minor told police following his arrest that he ordered a Lyft as he was leaving another Atlanta police officer's house, according to an arrest affidavit obtained by WSB-TV. As Folks drove east on South Fulton Parkway, Minor said he began talking on the phone in a different language.According to reports, Minor said he thought he heard another voice in his ear but was unsure what it said. He then asked to get out of the car, but Folks refused. Once the car was stopped at a red light, Minor tried to get out of the car but couldn't. Reports said Minor shot Folks three times as he turned around to reach into the backseat. Minor then broke the car window to get out. According to a WSB-TV report, a witness at the scene told police that Minor told her his driver “is in a gay fraternity and was trying to recruit him, and that he also believed he was being kidnapped.At the time of the shooting, Minor was already on unpaid administrative leave after being arrested in Milton in December, Atlanta police said. Minor was relieved of his department-issued firearm upon being placed on unpaid administrative leave. Since then, the gun has remained in the custody of the APD, police said. Atlanta police administrative records also show he was formally disciplined several times while with the department, including twice for citizen complaints and once for conduct.
